The STEP 2025 formulates the goal of establishing a new instrument for complex, large-scale urban development projects - the development zone.
How such an instrument could be designed in practice, how it would fit into existing instruments of higher-level development planning and thus offer real added value for the rapid, efficient and high-quality implementation of urban development projects was analysed by Urban Innovation Vienna within its Think Tank activity for the municipal department 18 (Urban Development and Planning).
Based on Viennese experiences and the analysis of six international, large-scale urban development projects (22@Barcelona / HafenCity Hamburg / London Legacy Development Corporation / London Kings Cross / Milan Porta Nuova / Paris Clichy-Batignolles) UIV has contextualised the instrument development zone in the current Vienna urban development and planning practice, and has defined criteria and building blocks for a successful realisation. In addition, building blocks and starting points for the implementation of development zones were subjected to a detailed analysis and summarized along the theme clusters "Management, Cooperation & Governance", "Financing & Investment" and "Planning Instruments & Mobilisation Strategies". These starting points for adaptations can be understood as elements of an instrument box, which can be used in a meaningful combination as needed in development zones.
