The integration and development capacity of the European Union is based on the effective interaction of European, national, regional and local policies.

ESPON (European Territorial Observatory Network) analyses the territorial impact of sectoral policies at European, national, regional and local level. This task is performed in collaboration with member states’ policy-makers and research and advisory bodies.


To achieve its goals, ESPON implements a comprehensive research programme, specialist conferences and publications providing policy-advice. Under the new director Ilona Raugze, a three-person, international team of consultants was commissioned in 2017 to support ESPON EGTC over three years in the strategic development and assessment of research, work programmes and specialist conferences. The so-called Senior Scientific Quality Management Team consists of Eugen Antalovsky (Managing Director of Urban Innovation Vienna), Greg Clark (Director of The Business of Cities) and Maria Buhigas (Managing Director of Urban Facts).
